I am an Indian citizen. I have forgotten to pay my state income tax for year 2002 and lost state tax forms filed from 1999 to 2001.
What to do? For federal forms I found out that you can fill form 4506T to request old transcripts. Now what to do for Michigan state forms. Which form is required to fill to request old transcripts and which form is required to file tax return for year 2002.

What's the difference when doing state taxes between State Income Tax and State Income Tax Withheld?
I'm doing my state taxes, and the form online asks for State Income Tax WITHHELD.
When I look at my W-2 I have something on line 17 that only says State Income Tax which is $316.58. Nothing using the word WITHHELD.
When I study my W-2 further, I realize they do use the term "withheld" for Federal income tax and Social security tax.
Should I enter this $316.58 as State Income Tax WITHHELD? or is that something different in which case I should enter zero $0.00?

I last lived in a state with income taxes, so I've been filing income taxes there. But it occurred to me that since I live and earn income entirely in another country, why shouldn't I be able to change my state of residence to a state without income taxes?
